I'll get the ball rolling by saying you should download the demo(s) of Sprite Candy and see if it meets your needs, because they're exactly what you're asking about - 2D graphics over a 3D scene.

Sprite Candy in fact actually uses 3D to do its 2D so there won`t be any problems.
