Cant recommend this enough if you're producing pixel art and tiles for your games. It's $9 but worth it IMHO, really great for tile sets and includes some basic animation features too. http://pyxeledit.com/features.php

Meh, for game sprites I use GraphicsGale and for the tilesets TileStudio.
