Not much to say. It used to be a commercial software used by animation studios; claims that it will be released open-source on March 26 specifically so that independent artists can use it at no cost. (We) will move to the open source business model, offering to the industry commissioning, installation & configuration, training, support and customization services while allowing the animators’ community to use a state of the art technology at no cost. http://www.toonzpremium.com/

FWIW, This is the tool that's used to create Futurama as well as a bunch of Manga, and allows seemless blending of 2D and 3D content

It's been released here: https://opentoonz.github.io/e/index.html I've tested it, it seems fine. The only documentation is in Japanese, but you can get the documentation for the other versions of TOONZ -- the interface and modules may be different, but the functionality is practically the same. http://www.toonz.com/htm/support/sup.htm

Startup works great on Windows 7 64bit though I'm seeing a lot of Crash reports in G+ forum and github.
