Leadwerks Texture Tool is a free utility for viewing and editing textures.

-Load and save .bmp, .jpg, .png, .tga, and .dds (uncompressed, DXTC1, 3, & 5) images.
-Convert heightmaps to dot3 normal maps.
-Scale dot3 normal maps.
-Flip dot3 normals horizontally and vertically.
-Load, save, and view alpha channels.
-Copy images to the Windows clipboard, including the alpha channel.

Nice, didn't you do this like a few months ago?

OT: is that dot3/normal map thumbnail support in Vista I see?

Something that would be nice with a tool like this is the ability to do batch conversions.
